each kit has a chance for a random dye from a limited selection as can be seen on the wiki for that particular type of kit. It has not limits on repeatability or chances of doubles. You can buy 5 and get the same dye 5 times if really really really special in the odds department. The special dyes have a lower chance than the noprmal/Core game dyes to drop.

That is for Exotic recipe only. You must have the required Core Mastery "supply Line Management" - then find the Pact Supply Merchant at one of the 5 daily locations and get the "Torn Page from Tyrian Pact Survival Handbook" - use that and select the ones you want, or if they go rng get enough to open several. you can visit each of the 5 merchants every day. For ascended Celestial you need a named recipe called "WupWup" - these you can buy from the crafting merchants recipe tab listed as "Ascended Inscription" and "Ascended Insignia" - open those and select wupwup
