Is there some unknown requirement for completing "Jade Shadow" "examine the Jade brotherhood supply cache"? I have the "locate" portion of the achievement completed, but still don't get the examine the cache. I have tried this with multiple characters under the account inside and outside of the story instance. Should I just give up on this one?

I have 10 Memory of Otter. It says "double click to consume. Grants progress toward significant otter achievement.I do not have significant otter achievement yet. Double clicking Memory of Otter, displays the message "Unavailable. Try again later".Am I missing a prerequisite for this?
