I got news from ArenaNet support!!! After doing a bunch more tests and sending them lots of info, we determined that it's on my internet service provider's end. I use Frontier, which was bought out by Ziply right around the time this code first started getting reported. ArenaNet recommended contacting them and sending them all the info I've collected- I'll try to keep you all updated!

Update: I ran a diagnostic test on the game. The errors start only when it goes to connect to the cloud servers the game is hosted on- I can connect to everything else fine, so its on either Cloud or ArenaNet's end.

I'm also getting the same issue (and I live in MT time as well, coincidentally). The server worlds seem more populated than usual, maybe a server overload; i.e. too many players?
