Define "really good PC", what are the exact specs? The web authentication front-end server is likely a different one from the game's, they likely do share the same back-end, but that's not relevant to this issue. OPs VPN is likely blocked by the Arenanet hosting company, perhaps due to security concerns, who knows. I 100% don't buy the "I use VPN for lag" bs.
