It would be good if Arena Net would at least acknowledge this. As others have mentioned, still no change post Wintersday patch (es).

I have the same issue but with the Frostbitten sickle. Like the original poster indicated, the ax and mining pick work as expected. The salvaging sickle you can by at Armistice Bastion works. As mentioned here, this all happened after yesterday's update.
