Actually just managed to fix it. For some reason when talking to Master Sergeant Shadi and extra dialogue appeared at the bottom and selecting that brought up the completion of the collection accomplishment.

I have the same. I have completed everything else just missing the one item from the "Open Skies: Elon Riverlands" [Golsah, the Rune of Honor] Really annoying after spending 250g and then having one item left.
